What Changed in 2026
The money is still there, but it has moved — and part of it has run out. Statewide HEEHRA funding for single‑family homes was fully reserved on 24.02.2026; applications now join a waitlist rather than draw the $8,000 the programme is known for. What is still paying out for houses runs through local programmes and the Equitable Building Decarbonization programme, which leads with income eligibility rather than a flat amount for everyone.
Local programmes went the other way and got simpler: CleanPowerSF, Peninsula Clean Energy and Alameda Municipal Power all publish a headline figure for a qualifying gas‑to‑heat‑pump replacement, with an addition for CARE or FERA households and, on the Peninsula, for a panel upgrade.
The catch is funding, not eligibility. Programmes reserve money as projects are approved, and BayREN reports roughly $5.9M unreserved across 2026–2027. A programme that is open in August may be fully committed later in the year, which is why the check happens before the work, not after.
